Boards and Committees Summary of Duties

Church Council

Consists of the Moderator,  Moderator-Elect, Church Clerk, Treasurer, Financial Secretary, Chairpersons of each of the four Boards and Council of Circles and Clubs, and nine Members-at-Large.

The Council maintains general oversight of all the activities of the church and is responsible for governance of the Church between meetings of the Governing Body. The Council manages the following committees: Personnel, Nominating, and Pastoral Search for Called Ministers. Also, the Council is responsible for planning church wide meetings

Board of Deacons

Twenty-seven primary members, and as many Senior and Ordained Members as the Church shall elect from time to time.

Deacons assist the Ministers in the administration of the Lord’s Supper, visit the sick, counsel members, provide for the supply of the pulpit when necessary, look after the needy, and assist in the spiritual care of the Church.

Board of Trustees

Twenty-one members.

Holds the property of the Church in trust, properly insuring it and maintaining it in good repair. It manages the financial affairs of the Church and secures the financial cooperation of the members in the support of the work of the Church. It provides periodic statements of individual contributions to members and other contributors. It is responsible for raising funds for the Church as necessary, and preparing and presenting the annual budget to the Governing Body. It has the responsibility to see that contractual and financial obligations of the Church are met promptly. It has the power to buy, sell, mortgage, or transfer the real property of the Church when duly required authority is received from the Governing Body. Its consent must be secured for the use of the Church buildings.

Board of Christian Education

Twelve members, of whom at least three shall be youth members of the Church, 21 years of age or under.

Plans the development of the Christian education program of the Church. It administers the Church School and selects the Director of the Church School. The Board equips persons for responsible Christian living and service in today’s world; engages in study, long-range planning and evaluation of the congregation’s and community’s Christian educational needs; and initiates new educational ventures to meet those needs.

Board of Christian Social Action

Twelve members

Responsible for relating the messages of our Christian Gospel to the total society on the local, national, and international levels. It promotes a program of education and action in the Church and cooperates with other committees or organizations in the field of Christian Social Action.

Standing Committees

Each standing committee consists of six, nine, or twelve members, for a three-year term;
one-third to be elected annually (except for those elected to fill unexpired terms).

Scholarship Committee

Develops and determines the criteria, unless otherwise specified, for designated gifts, for awarding scholarships, book grants, and the like; oversees the application process; selects the recipients; and determines the amount of each award.

Evangelism and Outreach Committee

Assists in the promotion of the growth of the membership of the Church and promotes a program of fellowship and visitation. It may cooperate with other religious bodies for missions within and outside the Church.

Music and Arts Committee

Assists the Senior Minister in planning and coordinating music and arts ministries of the Church.

Delegates to Central Atlantic Conference, Potomac Association, and Council of Churches of Greater Washington

Number of delegates is based on the membership of the Church, in accordance with guidelines of the United Church of Christ.

Delegates report the results of meetings or conferences attended to the Church Council and the Governing Body. Delegates are elected by the Governing Body for staggered three-year terms.

Board and Standing Committee Chairs

At its June meeting of each Church Year, each Board and Standing Committee elects its own chairperson to serve until replaced by subsequent vote of said Board or Committee.

Church Officers and Fellowship Presidents

Section A. Church Officers

The following shall be the officers of the Church: the Moderator, the Moderator-Elect, the Church Clerk, the Assistant Church Clerk, the Treasurer, the Assistant Treasurer, the Financial Secretary, the Assistant Financial Secretary, and the Chief Usher. Associate Members are not eligible to be church officers.

1.The Moderator

a. Shall be the Chief Lay Officer of the Church and shall be responsible for the planning, execution and chairing of all Church and Church Council meetings.

b. Shall prepare the agenda for each business or special meeting of the Church in consultation with the Senior and Senior Associate Ministers, other officers of the Church, and the Church Council.

c. Shall convene the Church Council on a monthly basis except during July and August. d. Shall convene a meeting of the Governing Body at least twice a year.

e. Shall call and chair meetings of the Executive Committee of the Church Council.

f. Shall appoint a Parliamentarian.

g. Shall keep the Moderator-Elect informed about the Moderator=s actions on behalf of the Church and shall assist the Moderator-Elect in preparing to assume the office of Moderator.

h. Shall be elected to serve a term of two years.Upon completion of this term, the Moderator shall be ineligible to serve as Moderator-Elect for a period of two years.

2.The Moderator-Elect

a. Shall assist the Moderator in the execution of his/her duties. 

b. In the absence of or the inability of the Moderator to serve, the Moderator-Elect shall assume the duties of the Moderator.

c. Shall be elected to serve a term of two years.Upon completion of his/her term, the Moderator-Elect shall assume the position of Moderator and shall serve as such for a period of two years.

d. Must have served at least three (3) consecutive years on the Church Council in an At-Large position or six (6) years as a Board member or have served as Treasurer, Financial Secretary, Church Clerk or Moderator for two years within the previous ten years.

3. The Church Clerk

a. Shall make certain that accurate minutes and records are kept of all business meetings of the Church, and shall be responsible for:

1) maintaining the official membership roll and recording all changes in the status of members;

2) filing all official reports, correspondence and important papers;

3) issuing all letters or certificates voted by the Church;

4) maintaining records of all baptisms and in the case of infants, a record of the names

and dates of birth and the names of parents;

5) notifying all Officers, Committees and Boards Members and Delegates of their

election or appointment;

6) calling for the Annual Reports from each Church Officer and Organization and organizing the reports into the official Annual Report of the Church.

7) maintaining custody of the seal of the Church;

8) providing notice of all Church Council and Governing Body meetings; and

9) keeping the Assistant Church Clerk informed about the Church Clerk=s actions on behalf of the Church.

b. Must have served at least three consecutive years as an Officer or as a member of the Church Council in an At-Large position within the previous ten (10) years

4.The Assistant Church Clerk

a. Shall assist in performance of duties assigned to the Church Clerk and shall serve as Church Clerk during the absence or disability of the Church Clerk.

b. Must have held membership in the Church for three years.

5.The Treasurer

a. Shall receive and have custody of, all monies, funds and securities of the Church.

b. Shall have custody of the funds and securities of the Church.

c. Shall deposit the funds and securities of the Church in such depository as the Board of Trustees shall designate.

d. Shall disburse funds upon authorization of the Financial Secretary. 

e. Shall provide monthly reports of account balances to the Board of Trustees and the Church Council, and submit periodic reports of receipts and disbursements to the Governing Body.

f. Shall perform his/her duties in accordance with the Financial Management Policies and Procedures Handbook. 

g. Shall keep the Assistant Treasurer informed about the activities of that office.

h. Shall be an Ex-Officio member of the Church Council and the Board of Trustees.

i. Must have served at least three consecutive years as a member of the Board of Trustees or two years as a Financial Officer (i.e., Treasurer, Assistant Treasurer, Financial Secretary or Assistant Financial Secretary) within the previous ten (10) years

6.The Financial Secretary

a. Shall keep account of all income and disbursements, and shall monitor the annual budget of the Church. 

b. Shall authorize the Treasurer to disburse funds in accordance with the budget.

c. Shall furnish monthly reports of accounts to the Board of Trustees and the Church Council, and submit periodic reports of accounts to the Governing Body.

d. Shall perform his/her duties in accordance with the Financial Management Policies and Procedures Handbook. 

e. Shall keep the Assistant Financial Secretary informed about the activities of that office. 

f. Shall be an Ex-Officio member of the Church Council and the Board of Trustees.

g. Must have served at least three consecutive years as a member of the Board of Trustees or two years as a Financial Officer (i.e., Treasurer, Assistant Treasurer, Financial Secretary or Assistant Financial Secretary) within the previous ten (10) years.

7. The Assistant Treasurer

a. Shall assist the Treasurer in the performance of his or her duties and serve as Treasurer during the absence or disability of the Treasurer.

b. Must have served at least three consecutive years as a member of the Board of Trustees or two years as a Financial Officer (i.e., Treasurer, Assistant Treasurer, Financial Secretary or Assistant Financial Secretary) within the previous ten (10) years.

8. The Assistant Financial Secretary

a. Shall assist the Financial Secretary in the performance of his or her duties and shall serve as Financial Secretary during the absence or disability Financial Secretary. 

b. Must have served at least three consecutive years as a member of the Board of Trustees or two years as a Financial Officer (i.e., Treasurer, Assistant Treasurer, Financial Secretary or Assistant Financial Secretary) within the previous ten (10) years.

9.The Chief Usher

a. Shall cooperate with the ministers in the reception and seating of persons attending services, determine the attendance at all public services, and make an annual report to the Church.

b. Must have served as an usher for three years and have held membership in the Church for three years.

10.Fellowship Presidents

a. The President of the Men’s Fellowship shall organize men of all ages of the Church and shall encourage fellowship and cooperation between organizations and the men of other Christian organizations, shall assist the ministers, and shall make an annual report of activities to the Church.

b. The President of the Women’s Fellowship shall organize women of all ages of the Church and shall encourage fellowship and cooperation between organizations and the women of other Christian organizations, shall assist the ministers, and shall make an annual report of activities to the Church.

Section B.Term Limits

1. Officers.Except for the Moderator and the Moderator-Elect, all Officers of the Church shall be elected to serve a term of three (3) years. After serving two (2) consecutive terms, the Officer shall be ineligible for re-election to that office for one year.

2. The Presidents of the Men’s and Women’s Fellowships shall be elected annually by the Governing Body and shall not be subject to term limits.
